Items to be discussed include:


-Discussion regarding potential adoption of statement responding to the death of George Floyd.

-Consider adopting resolution establishing the job description, classification, and salary range for the position of Project Coordinator.

-Temporary Outdoor Dining and Business Program
a. Adopt an Uncodified Urgency Ordinance of The Town Council of the Town of San Anselmo Creating a Temporary COVID-19 Outdoor Activities Permit for Restaurants and Other Businesses.
b. Adopt a Resolution of the Town Council of the Town of San Anselmo Authorizing the Town Manager to Enter into Temporary Outdoor Activities Encroachment Agreements for Outdoor Dining and Outdoor Uses for Businesses and to Close Streets for Outdoor Events.

-Authorize Town Manager to Execute Lease Agreement with Flood District for Use of 632-636 San Anselmo Avenue and Amend Cooperative Agreement with County for San Anselmo Flood Risk Reduction Project.

-Introduce by title only and waive further reading of an “Ordinance of the Town Council of the Town of San Anselmo Amending San Anselmo Municipal Code Title 9 (Building Regulations) by Adding Chapter 8 (Electric Vehicle Charging Stations) to Establish an Expedited Building Permit Process for Electric Vehicle Charging Stations; and Amending Section 7-11.504 (Standards For Manufactured Homes) to Bring it Into Compliance With Federal Emergency Management Agency Guidance.

-Provide direction on revising the Town’s Noise Ordinance as it relates to standby generators.

Town Council Meetings Live Streamed with Virtual Participation


The San Anselmo Town Council will continue to hold its meetings every second and fourth Tuesday at 7 PM, in order to continue to conduct essential Town business. These meetings offer remote viewing and participation so that the public can stay involved and engaged.

As always, all of our meetings are streamed live and are also played back on the government channel of your cable provider. We will also be using the Zoom platform for viewing and for public participation.

How to provide comment:
Before the meeting: email your comments to towncouncil@townofsananselmo.org no later than 3 pm on the day of the Town Council meeting.

During the meeting: The Zoom web link and instructions for participation will be placed on each agenda. Agenda packets are uploaded on Friday afternoons prior to the meetings before 5 PM. It will be available here.

The zoom platform utilizes a "raise hand" feature which notifies the host that you would like to speak and will be given time to speak when the opportunity arrives.

  • If accessing the meeting with a computer or smart phone, you will find the raise hand button at the top or bottom of your screen, depending on your device.
  • If using a landline, you would push *9 to raise your hand.

New Guidelines Allow Outdoor Faith, Cultural Services to Proceed

Marin amends shelter-in-place order to allow additional outdoor businesses, activities


San Rafael, CA – Marin County is continuing its efforts to move deeper into Phase 2 of reopenings under the shelter-in-place order. Marin County Public Health provided the green light for outdoor faith-based and cultural ceremonies to proceed under prescribed public health guidelines, beginning June 5.

Under the public health order guidelines issued June 5, outdoor religious and cultural services will be permitted for groups of less than 100 people. The guidance includes expectations for physical distancing, face covering, signage and seating guidance, restroom access, and sanitation procedures, among other requirements. 
“We’re continuing to slowly build back,” said Dr. Matt Willis, Marin’s Public Health Officer. “We can only do this safely if we all take the personal steps to protect ourselves and those around us. Covering your face and staying at least six feet apart, whenever possible, are simple and very effective steps.”

Other activities and businesses allowed as of June 5 include charter boat operators, limited use of outdoor swimming pools and dog parks. In addition, guidelines for outdoor recreational businesses were expanded to include a wider definition of outdoor businesses and allow indoor recreational businesses to move outdoors with cooperation of local jurisdictions. Guidance for peaceful public protests was also released. 
Businesses and organizations preparing to reopen must complete a Site-Specific Protection Plan (SPP) to define how a business will reopen in a safe and clean manner for patrons and employees. A SPP plan template is available on MarinRecovers.com to guide businesses through the planning process. The template combines state-level guidance published in the California State Resilience Roadmap and local Marin County public health policies.

Since May 4, Public Health has released updated public health orders after careful consideration of local COVID-19 indicators, leading to a gradual return to normalcy. An overview of business sector reopenings is available on MarinRecovers.com. Most recently, revised orders allowed for the reopening of outdoor retail, office space, outdoor dining, curbside library services, child care facilities, and summer/sports camps were issued as of June 1. Temporary restrictions on motorized access to parks and beaches in Marin were lifted May 29. These businesses and activities are allowed to proceed under the current shelter-in-place order through amendments to the allowable business and allowable activity appendices.

The Marin Public Health staff is constantly monitoring public indicators of COVID-19 to inform future business reopening phases. As the State of California allows for higher-risk activities, Public Health works with industry leaders to develop reopening guidelines that consider the latest COVID-19 activity and special considerations for Marin’s more vulnerable populations.

The recent death of George Floyd at the hands of Minneapolis Police Officers was a reprehensible abuse of authority that I and the officers of the Central Marin Police Authority condemn.

Mr. Floyd’s death has understandably raised concerns nationwide about the use of force by police officers in every community. Central Marin Police officers are selected and trained using the very stringent guidelines of the State of California’s Commission on Peace Officer Standards and Training. I believe these standards to be the most thorough and professional of any state in the country. Your Central Marin Police Authority has always taken a very proactive and thorough approach to the initial and continued training of our officers. This training includes communication skills, de-escalation tactics, and proper use of force techniques that render everyone safe during difficult arrest situations. In addition, our officers are all outfitted with body-worn cameras and are trained on their usage. Police Unveil New Siren for Evacuation Alerts

Unique Hi-Lo siren will be used only in extreme emergencies


Central Marin Police now have an additional way to notify our communities of the need for immediate evacuations during an emergency.
 
All Central Marin Police Authority police cars have been equipped with a new Hi-Lo siren. This European-style, two-tone siren makes a very distinctive and unfamiliar sound. The Hi-Lo siren will only be used for immediate evacuation notifications in a large area and during an extreme emergency.  In a small evacuation situation, or where there is more time available, officers will continue to use the traditional door-to-door notification method.
 
The Hi-Lo siren is one more way for us to notify residents during an extreme emergency in their neighborhood.  The new sirens do not replace other alerting tools like Alert Marin or Nixle.  We encourage all residents and business owners to make sure they are signed up for these alerting systems.  Sign up for Alert Marin at www.alertmarin.org. Go to www.nixle.com and register to receive emails and text messages.  For Nixle text messages only, text your zip code to 888777.
 
We encourage everyone to watch the attached video and make sure that family members and neighbors become familiar with the sound.  We hope we will never need to use it, but the Hi-Lo siren means one thing only – evacuate immediately.

The San Anselmo Public Library is excited to announce that we have been approved by the County of Marin to begin phasing in our plans for curbside service.  www.marinrecovers.com/libraries 
 
We want you to know that the safety of our patrons and staff is paramount and we have developed protocols in line with County and CDC guidelines to use contactless pickup, including sanitizing surfaces, social distancing, personal protective equipment, and quarantining materials for 72 hours. 
 
We will focus on curbside pickups of existing holds. San Anselmo Public Library staff will contact you to communicate procedures for contactless pickup by appointment. (For information about schedules at other libraries in Marin, please check the MARINet site).
  
We encourage pedestrians, cyclists and drivers to follow safety guidelines about social distancing, to wear face coverings during visits for curbside pickups, and to follow signage and instructions for pickups. 
 
You may begin to return library materials into the book drops on the days we offer curbside services. Please note that book drops will be locked at all other times. Due dates have been extended for all items including LINK+, and all library jurisdictions in the County have agreed to waive late fees.
 
Please be aware that check-in of items returned will be delayed by the required quarantine of 72 hours. Our plan includes the phasing in of additional services as those are permitted, and we will communicate next steps as that happens.

Age Friendly

With the past weeks heat wave, we want to remind our older residents without air conditioning that sitting inside a closed hot home is very dangerous.
Body temperature regulation is more challenging as we age. 

 
Why does this matter? 
A reduced ability to maintain internal body temperature during heat or cold stress can increase the risk for hyperthermia or hypothermia. In addition, coping with these conditions can stress the cardiovascular system, which is also compromised with aging. Thus, when older adults are faced with the combined challenges of temperature and cardiovascular regulation, caution should be observed.
 
What can you do?
  • Sit in front of a fan or a fan blowing on a bowl of ice. 
  • Drink plenty of fluids throughout the day, as dehydration can have serious consequences.
  • If you have existing medical conditions like hypertension, diabetes or Parkinson’s disease, or you are particularly susceptible to heat-related injuries, you should be extra cautious.
  • Open a few windows or a door for fresh air exchange. 
  • Contact Age-Friendly Chair, Sara Robinson, at 240-838-0868 if you need help getting a fan.
  • Call 911 if you are feeling flushed, lightheaded, fast breathing or nausea. 
 
How to take care of your mental health
 
Calls are increasing to the county mental health crisis response lines. They are hearing from young adults, single adults, those with pre-Covid mental health issues and those who are feeling anxious, angry, frightened, frustrated, and sad. All of those feelings are normal during this pandemic according to mental health experts.
 
Yet as the crisis continues the prolonged isolation, fears about financial insecurity, separation from loved ones and even fears about returning to doctors for needed medical care trigger spikes in depression, anxiety, insomnia and substance abuse.
According to a recent poll by Kaiser Family Foundation almost 1 in 5 say the pandemic is having a “major impact” on their mental health.

During these challenging times, we want to continue to provide our community with resources for people of all ages to connect, learn, play, and grow. San Anselmo Recreation, along with Age Friendly San Anselmo, is offering a Virtual Buddy Program during this time of isolation and instability. This volunteer-driven program pairs a ’Big Buddy’ or tutor with a child under the age of 12 (Little Buddy) for purposes of providing social time and/or tutoring. If you are interested in volunteering as a big buddy, need some help with school work, or you’re looking for a virtual buddy to play games with, please click the link below. Buddies will be paired up based on age, interests, skill set and availability.
