What's on the June 8th Town Council meeting agenda?On Tuesday, the Town Council will consider the following items:-Consider execution of a Memorandum of Understanding (MOU) with the Marin County Sheriff’s Department, Office of Emergency Services (OES), to continue to provide emergency management services, for the period July 1, 2021 through June 30, 2023. -Consider adoption of the proposed Collective Bargaining Agreement between the Town of San Anselmo and SEIU Local 1021 for the period of July 1, 2021 to June 30, 2022. -Consider approval of resolutions setting Management, Confidential and Part Time pay rates effective July 1, 2021 and January 1, 2022. -Consider approving the Resolution for approving the form and authorizing distribution of a Preliminary Official Statement, approving the execution of Bond Purchase Agreement and a Continuing Disclosure Certificate in connection with the offering and sale of Pension Obligation Bonds. -Appoint applicant to the Tax Equity Board. -Consider approval of Flag Policy and Proclamation for Pride Month. -Consider approval of the attached resolution amending the 2020-2021 Budget and conduct a public hearing on the Preliminary Proposed 2021-2022 Budget and Work Plan. -Consider Introduction by title only and waive further reading of the attached Temporary Moratorium on Rent Increases for Qualified Tenants Residing in Certain Residential Units Due to the Financial Impacts of the COVID-19 Pandemic. -Memorial Park Athletic Field Renovation Project: a. Accept the Marina Landscaping low bid, Attachment 1 bid results, in the amount of $454,360 for the Memorial Park Athletic Field Renovation Project, and authorize the Town Manager to execute the contract. b. Authorize the Town Manager to award to the lowest bidder the Memorial Park Parking Lot Pavement Repair Project. -Consider approval of the 2021 Street Resurfacing Projects (Phases A and B), Authorize staff to advertise for construction bids, and authorize the Town Manager to award the contracts to the lowest responsive and responsible bidders. -Consider approval of the the Brookside Elementary School Sidewalk Gap Closure project and authorize the advertising for bids and authorize the Town Manager to award the project to the lowest responsible bidder. -Consider approval of the School Bike Spine project and authorize the advertising for bids and authorize the Town Manager to award the project to the lowest responsible bidder. -Consider approval of the 2021 Slurry Seal project and authorize the advertising for bids and authorize the Town Manager to award the project to the lowest responsible bidder.

Marin Advances to Yellow Tier 4 COVID-19 StatusWith its improving COVID-19 figures, Marin County is graduating from orange Tier 3 status to yellow Tier 4, which means more reopening of the economy and another step toward pre-pandemic normalcy. The Marin County Department of Health and Human Services (HHS) was notified June 1 that the California Department of Public Health (CDPH) is moving the county from “moderate risk” to a more open “minimal risk” based on steadily reduced case rates. The CDPH’s announcement is online. Marin had been in the orange tier since March 24. The primary driver of Marin’s success is the high rate of the COVID-19 vaccine among local residents. Marin’s vaccination rates are the highest in the state, and the county has seen a steady decline in COVID-19 cases, hospitalizations, and deaths as vaccination rates have increased. Marin County is averaging three to four total new COVID-19 cases per day, or 1.3 cases per 100,000 residents. That number needed to be below 2.0 cases per 100,000 for two consecutive weeks to move into the yellow tier. “Our community has earned the freedom to open more safely,” said Dr. Matt Willis, Marin County’s Public Health Officer. “We have our local residents to thank for following the science and best evidence at every stage of this pandemic, including choosing to be vaccinated. Our data shows clearly that vaccines work. Almost all current cases and outbreaks are among unvaccinated people.” The primary changes allowed under the state order as Marin moves into Tier 4: - Gyms and fitness studios can open indoors at 50% capacity or 75% if all patrons show proof of full vaccination or a negative COVID-19 test. Fitness facilities may reopen saunas, spas, and steam rooms.
- Yoga and dance studios can open indoors up to 50% capacity
- Restaurants are allowed to open indoors at 50% capacity (no longer capped at 200 people for large venues) or 75% if patrons show proof of vaccination or a negative COVID-19 test.
- Wineries, breweries, and distilleries may open indoors at 50% capacity or 200 people, whichever is fewer, or 75% capacity if all patrons show proof of full vaccination or a negative test.
- Bars that do not serve food may open indoors at 25% capacity or 100 people, whichever is fewer, or 37.5% capacity if patrons show proof of vaccination or a negative test.
- Museums must retain some modifications indoors but may operate at full capacity.
- Places of worship may open at 50% capacity.
- Movie theaters may open indoors with 50% capacity, or up to 75% capacity if patrons show proof of vaccination or a negative COVID-19 test.
- Family entertainment centers, indoor playgrounds, bowling alleys and cardrooms may open indoors at 50% capacity, or 75% capacity if all guests test negative or show proof of full vaccination.
- Outdoor seated events (e.g., concerts) may operate at 67% of venue capacity. Indoor capacity varies by size of venue and a maximum of 50% capacity if all guests show proof of negative test or full vaccination.
- Outdoor informal social gatherings are allowed up to 100 people.
- Indoor informal social gatherings continue to be strongly discouraged but are allowed at up to 50% of a venue’s capacity or up to 50 people, whichever is fewer.
- Conferences, receptions, and in-person meetings may take place outdoors up to 200 people or up to 400 people if all patrons show proof of full vaccination or a negative test. Indoors, those events can take place up to 200 people if all patrons show proof of full vaccination or negative tests. Such events must have assigned seating and no mingling.
- Marathons, triathlons, endurance events or other organized walks/runs may host 500 participants per hour and 1,500 total participants, or a maximum of 3,000 participants if all show proof of a negative test or full vaccination.

Town Seeking Members to Join the Capital Programs Monitoring CommitteeCapital Program Monitoring Committee – The purpose of the committee is to monitor the implementation of the Town’s capital improvement program, funded by the voter-approved Measure D one-half cent sales tax funds, as well as grant funding, Road Maintenance Fund monies, and General Fund monies. The committee’s charge is to issue an annual public report summarizing the progress of capital improvement projects funded by Measure D, as well as capital improvement projects funded by other sources of Town funding. The committee consists of seven members, representing a wide variety of the community, with a range of skills, knowledge and experience in the following areas: • Finance (preferably public finance) • Engineering and/or construction • Public relations and communication • Familiarity with various aspects of the San Anselmo Community Two Councilmembers and two designated Town staff liaisons will serve in an advisory capacity only. The Committee will meet as needed to review projects. There are four seats available.

By eliminating or moving combustible items surrounding your home, you can take the first step towards making your landscape fire-smart. Grab a bucket, a broom and a hand pruner and start these easy-to-do maintenance tasks today: - Clean-up areas where wind eddies deposit leaf and plant litter along the perimeter of your home.
- Clear dead debris from flower beds close to the home.
- Rake up wood mulch within 5 feet of the home and move it to another location in your garden.
- Trim dead, damaged and diseased branches and dispose of the material in your green waste bin.
- Move common combustible fire hazards away from the area immediately surrounding your home including brooms, rakes, plastic waste bins, wood furniture, furniture cushions, wood piles, and natural fiber door mats. Move these items as far away from your house as possible – or indoors if a nearby wildfire threatens.
