20. The selection of the award winner shall be based on the following criteria:
    
22. - Signficance of the volunteer's accomplishments, whether past or present.
24. - Quality, scale and duration of the benefits to the community resulting from the individuals accomplishments.
26. - Amount of time and energy devoted to the community beyond the scope of normal volunteer responsibilities.
28. - The extent of previous recognition received by the individual (extent to which the nominee is an unsung hero).
